In recent years, the adoption of the concept of active participation in the public processes by citizens has led to the spread of the participatory budgeting applications. This budgeting technique adopts an adminisration structure in which the citizen is participatory, redistribution policies to poor, inclusion of the participants in the administration process devoted to the determination of resouce allocation and enables not only consultation but also discussion. Incorporating citizens into the budgeting process ensures increasing the degree of awareness on the scarce public resources, comprehensivere presentation of the society in budgetary process, evaluating and contributing to the policies from the viewpoint of the citizens in two dimensions - as policy makers and the ones who are subject to policies.
