EVALUATION OF THE CODEX COMPLIANCE OF LABEL INFORMATION ON TRADITIONAL TURKISH DELIGHT, MOLASSES, BAKLAVA, AND CEZERYE SOLD IN THE MARKET

Abstract

Traditional dessert varieties, which have an important place in Seljuk and Ottoman Turkish culinary culture and tradition, have become a gastronomic value by being enriched with social and cultural interactions over the years. Confectionery products such as Turkish delight, molasses, baklava and cezerye have been protected by geographical indication registration. Consumers' perception of food safety in traditional foods has an impact on purchasing behaviors. It is observed that traditional products are sold in the market without package or packaged and labeled in food sales points. In this study, it was aimed to investigate the compliance of the products offered for sale in original packaging or in bulk, by the businesses that are producers or suppliers of Turkish delight, cezerye, molasses and baklava, which are among the traditional desserts of Turkish cuisine, with the Turkish Food Codex (TGK) Food Labeling and Consumer Information Regulation. For this purpose, the packaging and label information of the Turkish delight and molasses samples offered for sale in their original packaging or in bulk were evaluated according to the horizontal legislation (TGK Food Labeling and Consumer Information Regulation) and vertical legislation (TGK Turkish Delight Communiqué (Communiqué No: 2013/55), TGK Grape Molasses Communiqué (Communiqué No: 2017/8). Since there is no vertical codex for the product, the baklava and cezerye samples were evaluated according to the horizontal legislation. According to the results obtained, it was observed that there was a lack of mandatory label declaration or no label at all in all products offered for sale in bulk. In 3 of the 11 Turkish delight samples with original packaging, 3 of the 5 cezerye samples and 5 of the 13 molasses samples, the nutritional information, allergen warning, batch number and origin information, storage conditions were not specified, the “Business Registration Number” was not found on the packaging, and the declarations of “%100 Natural” were incorrectly used. It was determined that it did not meet the conditions specified in the codex.

Selçuklu ve Osmanlı Türk mutfak kültürü ve geleneğinde önemli bir yere sahip olan geleneksel tatlı çeşitleri, yıllar içinde sosyal ve kültürel etkileşimlerle zenginleşerek gastronomik bir değer haline gelmiştir. Lokum, pekmez, baklava ve cezerye gibi şekerleme ürünleri coğrafi işaret tescili ile koruma altına alınmıştır. Geleneksel gıdalarda tüketicilerin gıda güvenliği algısı, satın alma davranışları üzerine etkili olmaktadır. Geleneksel ürünlerin piyasada satışının gıda satış yerlerinde açıkta dökme halde veya ambalajlı etiketli olarak tüketicilere sunulduğu görülmektedir. Bu çalışmada; Türk mutfağının geleneksel tatlıları arasında yer alan lokum, cezerye, pekmez ve baklava üreticisi ya da tedarikçisi olan işletmelerin orijinal ambalajda veya dökme halde satışa sundukları ürünlerin Türk Gıda Kodeksi (TGK) Gıda Etiketleme ve Tüketicileri Bilgilendirme Yönetmeliği’ne uygunluğunun araştırılması amaçlanmıştır. Bu amaçla, orjinal ambalajında veya dökme halde piyasada satışa sunulan lokum ve pekmez örneklerinin ambalaj ve etiket bilgileri, yatay mevzuat (TGK Gıda Etiketleme ve Tüketicileri Bilgilendirme Yönetmeliği) ve dikey mevzuata göre (TGK Lokum Tebliği (Tebliğ No:2013/55), TGK Üzüm Pekmezi Tebliği (Tebliğ No: 2017/8), baklava ve cezerye örnekleri ürüne yönelik dikey kodeksi bulunmadığından yatay mevzuata göre değerlendirilmiştir. Elde edilen sonuçlara göre, dökme halde satışa sunulan tüm ürünlerde zorunlu etiket beyanında eksiklik olduğu veya hiç etiket bulunmadığı görülmüştür. Orjinal ambalajlı 11 lokum örneğinin 3’ü, 5 cezerye örneğinin 3’ü ve 13 pekmez örneğinin 5’inde beslenme bilgileri, alerjen uyarısı, parti no ve menşei bilgisi, muhafaza koşullarının belirtilmemesi, ambalaj üzerinde “İşletme Kayıt Numarası”nın bulunmaması, “%100 Natural” ve “%100 Doğal” beyanlarının yanlış kullanımı nedeni ile kodekste belirtilen koşulları sağlamadığı belirlenmiştir.
