Küresel ölçekte değişen koşulların etkisiyle artan çevre bilinci ve farkındalık boyutu, zaman içinde çevre sorunları ile mücadeleye yönelik farklı araçlar geliştirilmesini sağlamıştır. Karar verme süreçlerine entegre edilerek planlama çalışmalarının sürdürülebilirliğini hedefleyen etki değerlendirme sistemleri, bu kapsamda günümüz dünyasında kullanılan en etkin araç olarak ifade edilebilir. Buçalışmada, Türkiye’deki planlama süreçlerinin etkinliğinin artırılması ve sürdürülebilir kalkınmanın desteklenmesi hedefiyle, etki değerlendirme sistemlerinin sektörel karar verme mekanizmalarına entegrasyonu üzerine kurumsal ve yasal çerçevede bir inceleme yürütülmüştür. Bu kapsamda, öncelikle Türkiye’nin planlama sisteminin gelişimi ve hiyerarşik yapısı araştırılmış, ardından etki değerlendirme sistemlerinin en etkili şekilde entegrasyonunu sağlamak üzere belirli öneriler geliştirilmiştir.
Awareness on environmental issues, which increased with the effect of changing conditions at a global scale, enabled the development of significant instruments to deal with environmental problems in time. Impact assessment systems aiming at the sustainable planning studies by integrating into decision-making processes may be expressed as the most effective instruments used in today's world. In this paper, it is targeted to improve efficiency of impact assessment systems and promote of sustainable development in Turkey. Accordingly, it is carried on the comprehensive research on the integration of sectoral decision-making process into impact assessment systems within the institutional and legal framework. Within this context, firstly the development of the planning system and its hierarchical structure in Turkey is investigated, then the proposals are offered to ensure the most effective stages in integration of the impact assessment systems into planning hierarchy.
