While Turkey is among the top five countries where fuel is the most expensive in the world, it
is also one of the countries with the highest % tax rate on fuel [1,2]. As a result of this situation,
tax evasion is carried out, especially in the fuel retail sector, and significant tax losses occur for
the Ministry of Finance. Although the Ministry of Finance has decided to use a new generation
payment recording device (NG PRD) at fuel stations in accordance with the Head of Revenue
Administration (HRA) legislation to make tax audits easier, continuous, and high-security, there
is no NG PRD and a compatible end-to-end system developed in the market yet.
This study proposes a new generation end-to-end fuel pump cash register system. As a result
of the conceptual, electronic, and mechanical design, the prototype system is planned to be
suitable for outdoor use. In addition, the design of the product’s application infrastructure
includes the software and automation system that allows the pump cash register to continuously
communicate with the HRA. The proposed end-to-end pump cash register system contributes
to the control of fuel smuggling and the associated informal economy by detecting all illegal
transactions at fuel stations. Thus, tax evasion and losses will be significantly reduced.
