Introduction
In this study, it has been tried
to describe the problems experienced in elementary education and the solution
proposals for them from the eyes of teachers and school administrators, who are
both planners and implementers of the education and training process carried
out in schools. In this direction, what are the problems faced by
administrators and teachers in elementary education and solution suggestions
for them? The answer to the question has been sought.
Methodology
The research, which was carried out
according to the qualitative paradigm, was structured in the phenomenology
pattern. In this study, the problems faced by the administrators and teachers
working in primary education were handled as a phenomenon. In this context, the
views of the educators in the study group were analyzed with the deductive
method.
The study group of the study, which was
carried out in a province located in the south of Turkey, consists of 18
teachers and school administrators (14 teachers, 3 school principals, 1
assistant principal) working in 10 primary schools and 8 secondary schools. Ten
of the teachers are classroom teachers. 2 each from mathematics and technology
design branches; there is one teacher each from science, social studies,
English and Turkish branches. The professional seniority of the teachers, of
which six are female and 12 are male, varies between 14 and 35 years.
An interview form was used as a
data collection tool in the research. In the interview form, the participants
were asked to write down the problems they encountered in the dimension of
variables affecting the educational environment such as school, parents,
students, teachers, administrators and education program, and their solution
suggestions. The findings obtained from the data obtained from the interview
form were shared with some randomly selected participants and their accuracy
was confirmed.
Results
The results of the research were gathered
under two categories as primary school and secondary school. Problems in
primary school are grouped under 7 categories. These are the problems addressed
in the context of teachers, regulations, education and training conditions at
school, curriculum, administration, in-service training and students. Loss of
professional reputation in teaching, paid teaching and teachers' problems in
using technology, professional career exam, accumulation of foreign students in
certain regions, inadequacy and injustice of school budgets, unqualified
manager appointments, assignments outside working hours, mobbing in the
administration and the education of seasonal workers' children are considered
as problems. expressed.
Problems in secondary school; are grouped
under 5 categories: school, student, teacher, parent and curriculum. In this
context; Not being able to switch to full-time education in most schools, the
lunch problem of the students in the schools providing full-time education and
the students' inability to use the lunch break efficiently, the problems
related to bussed education, education of refugees and project schools draw
attention. Drug use, especially the lack of readiness of the students due to
the pandemic, low motivation, inability to use digital technology, education of
children of agricultural worker families, language and behavior problems of refugee
students are the problems that come to the fore in the student category. The
fact that the content of the education program is too intense, the opinions of
the schools are not taken into account in the curriculum development process,
the inadequacy of the education of affective acquisitions, the dysfunction of
elective courses and the problems related to assessment and evaluation are also
noteworthy in the category of education program applied in secondary school. In
terms of parents, the problems of parents in guiding their children's education
were expressed.
Some of the solution suggestions for the
problems expressed in the research are as follows. The personal, economic and
social rights of teachers should be arranged according to scientific and contemporary
criteria. Paid teaching practice should be abolished; All paid teachers must be
appointed on a permanent basis. The career ladder application should be
abolished. The Teaching Profession Law should be regulated in a way that takes
into account the rights and responsibilities of teachers. Appropriate schools
for the children of seasonal agricultural workers should be determined,
shuttles should be arranged to transport these children to schools, lunches and
school needs should be met by the state.
