Enformasyon ve telekomünikasyon teknolojileri, yirminci yüzyılın sonlarını şekillendiren en etkili güçlerden biridir. Bu teknolojiler; insanların yaşama, öğrenme ve çalışma şekilleri ve sivil toplum ile devletin etkileşimini devrim yaratacak şekilde etkilemiştir. Bireysel ve toplumsal yaşamı kökünden değiştirmekte, çok ciddi ekonomik, sosyal, kültürel ve politik sonuçlar doğurmakta olan bu devrim, “Enformasyon ve telekomünikasyon teknolojilerine ve hizmetlerine eşit
erişememe” adı verilen “Dijital Bölünme” başta olmak üzere pek çok soruna da sebep olmuştur. Bu çalışmada; “Dijital Bölünme” olgusunun tasviri yapılarak, önemi ortaya konulmaktadır.

Information and telecommunication technologies are, one of the most influential factors affecting the last decades of 20th century. Those technologies influence the life, learning processes, working styles and the interaction between civil society and the state by causing a revolution. This revolution changes the lifes of individuals and the society and creates very serious economic, social, cultural and political outcomes. However, this revolution causes many serious problems. One of them is called “digital divide” which is defined as “unequal access to the information and telecommunication technologies and services”. In this study, digital divide will be described and the importance of
the concept will be emphasized.
